Sure, I could have a company that sells $500 million in computers a year, but only makes 10 million profit to invest back into the company. Remember, a year or two ago, Commodore was running almost a non-profit company. (I recall, one quarter they only back 7 million profit). Why don't you research R&D as a percentage of total profiT?
