The material is the same in both cases. Certified doesn't mean every disk is tested, just a sample. It probably also means if you find a bad one they'll exchange it for you. In the process of formatting you are doing a verify anyway. I have lots of SS disks written on both sides. However this is moot since I don't know of too many SS drives these days. I'm not even sure you can buy SS disks cheaper than DS, if at all. DD and HD should not be mixed since as pointed out several times, the magnetic material is different.
