   I ran into this problem when using Boston University's mainframe
under the VM/VPS operating system...it turned out that as a matter of
policy, our Information Technology division does not allow BU undergrads
to FTP outside of BU unless you had some really good reason (i.e.forget it!).
   Your university or the administrators of that particular machine may
just be bureaucratic idiots like mine...
