I just bought FRESH Utilities for NetWare from FRESH Technology Group.  They
make a lot of utility packages for NetWare.  Included in this package is
FTLOGOUT which logs users out.  It is also a TSR.  There are 10 utilities in
this pack.  The other one that I really like is FTLOCK which blanks the screen
and locks the keyboard until the correct password is entered.
