I would say, `if I was going there, I wouldn't start from here' To be more explicit - dvi2ln3 is an __ooold__ processor, and has long since been replaced (for the cognoscenti) by Brian {Hamilton Kelly}'s dvitoln03 which is also (I believe) in the DECUS TeX collection. I've never had a DTcolln myself, but postings about it would seem to confirm that it's somewhat daunting for the beginner.
