I experienced the same kind of problem! However, I'm using NCSA's telnet on
an PC/AT connecting to Internet. The error message I got is ICMP: Destination
unreachable.  Then I logined a mainframe and could make the connection!

My naive guess is the problem of TELNET implementation due to the limits of  
PC/AT.
