I know that Illinois has a law forbidding insurance from discriminating
against those who are blind or partially blind when issuing health or life
policies and setting premiums.  I suspect other states have similar
provisions.  I'm not sure if this applies to Illinois-based companies issuing
policies to out-of-staters.  Check with your state's insurance commission.
