Once in a great while I run into a bus driver who won't let me pay . The only regret I have is that it usually is when the bus fare is low like when I'm on a transfer. Sure it makes me feel uncomfortable and "different" but I don't argue. Bus fare is too high anyway. All joking aside this "based on income " idea is fine but tough to impliment unless its like a senior citizens pass where they ride for free. That would be nice.
