     To encourage additional experimentation with parameterized types in the C++
     programming community we have made available an implementation of "templates"
     as described by Stroustrup in his 1988 USENIX C++ Conference paper
     "Parameterized types for C++".

I have been unable to FTP to csc.ti.com from sites such as our own,
Argonne and JPL... I consistently get "network unreachable".  Is this
code available at another FTP site? (Does anyone know if csc.ti.com is
down or am I just lucky?)
