Take a look at the program/steering committee and you will see it is a typical CS/theoretical conference. My guess is that Forth will not get a warm reception (but, they did promise to be open-minded). If you want to submit a paper, look up a couple of old conference proceedings to get the flavor of the conference before you expend time and effort on writing the paper.
