Yes, it does ring a bell, and I believe it's avaliable. I've seen it on various bulletin boards (The East Coast Forth Board, which from what I've heard is now defunct), and I think (?) you can get an F-83 implementation from the Forth INterest Group. I think even I have a copy somewhere, but its for F83 with no documentation, and it's in an old pile of floppy disks for the IBM-PC. If I remember correctly, FORPS stood for something like Forth Production System.
