What if fs is hanging, it can't sync! The only thing that might work is to have /etc/rc check for /etc/nologin as created by shutdown. The existence of /etc/nologin will indicate if the system had a proper shutdown or not. (This is the way I do it). If /etc/nologin does not exist then fsck the filesystems.
