If you're taking about 1.x, the programmer's toolkits don't cost anything close to $2000, and haven't since the products were released. The MS 1.x toolkit is available at $350, the MS Softset (which contains all the critical stuff) at $100, the IBM toolkit is about $600, I think. All US dollars).
