I don't think it is really possible.  The only time I have seen OS/2 set up to 
run on a mono-only system, it was using the command shell from OS/2 1.0 in a 
later version of OS/2.  (The only time I've seen this was with 1.1 OS/2)

What you would need is a program what could be the master shell(Task switcher), 
and then make the changes in the config.sys to tell os/2 what shell to use.k
