There is a problem with the atk/Imakefile in patchlevel 9.   atk/lset
should be built before layout but is in the wrong order in the
Imakefile.  

We suggest you build andrew/atk/lset by hand, then go back up to the
andrew/atk directory and restart the make world.  

This will be fixed in patch.010.
