There was no hint of this in the CFV. Out of 100 random journals, I'd be
surprised if you found one that published articles. I consider it quite
likely that a large number of voters simply *assumed* the reviews would
not be published. I may be wrong, so I suggest that you poll the ``yes''
voters and find out what they really were expecting. That will settle
the issue for good.
