Subject: ftp quit working (sometimes) on RS/6000

Somehow, sometime, ftp into my RS/6000 AIX 3.1 (3003) system has quit working.
ftp OUT works. And ftp IN works from certain nodes, not from others! This is
weird. stopping and restarting NFS and TCP/IP did not help. Rebooting did
not help. So I appeal to the net--has anyone seen this before? Does anyone
have any idea as to what is wrong and how to fix it?
