I am working on an application that accepts input from the keyboard 
and passes it on to one or more applications.  I was wondering if anyone
knew about a way I could intercept the keyboard input at the terminal level
and force the input to upper case.  

For example, I am using a GUI (I/Forms) and a database (Oracle) and would like
to enforce some sort of input standardization for data consistency purposes.
