I don't know of any active FTP sites, but there is a MATLAB directory
in NETLIB and an electronic user's group newsletter.  To find out what
MATLAB programs are available from NETLIB, send the following one-line
message to netlib@ornl.gov:

send index from matlab

To receive the newsletter, send a message to:

matlab-users-request@mcs.anl.gov 

Both of these services are provided by Chris Bischof at Argonne National
Laboratory.
