Because that's the way the author Vernon Buerg distributes it. As soon as a ZIP program is ported to TOPS20, SIMTEL20 will be converting all its ARC files to ZIPs so you won't need an un-ARC program. ARC is now obsolete, having been replaced by ZIP in most applications.
