Despite the thaw in the cold war, many countries still maintain stringent controls on computer technology to the USSR. Simply sending material can result in serious breach of laws in certain countries. Special interest groups like Armenian and Ukrainian descendents have certain points they wish to get across. I am sympathetic to the Soviet Space program, having met with them at one time, but I suggest individuals contact their Dept. or Ministries of State before exporting technology, lest you have investigators come knocking at your door (or institutions receiving protestors).
