I have not seen the IEEE published version of P1178, but I wonder
if it includes [as does some other IEEE documents, e.g. 1003.1]
a section on Rationale and Notes.

If not, is there an informally compiled version of such a thing that
one can get a hold of, to accompany P1178? I think it would be a
worthwhile future reference.
