Our group has found that NCSA is supposed to differentiate between
'Standard' and 'Extended' keyboards.  If you have old bios (keyboard),
NCSA seems to get confused as to what you have.  One of our people found
that if you enable keyboard mapping in config.tel and use the enclosed
telnet.key you can get around the problem.  IMPORTANT:  You must modify
the telnet.key file because it maps the arrow keys TWICE (I guess for
Extended keyboards and bios) the first correctly, the second time mapping
back to the keypad.....

One hopes that the upcoming non-beta release will address this and the
continuing trouble that ftp has using config.tel color settings.
