Most people get so use to Dpaint III and only 16 colors that they lose touch with the ideas behind 24-bit images. I'm not saying that's what happened to Neil but you can't just fill what seems to be a solid color. There may not be a solid color available in a digitized image of any consequence. Hence, you have to create a boundry line and fill inside of this boundry or as you said above, spill over. I find that it becomes more difficult to paint when you have such a large pallette.
