Yes, that would be possible (it addresses my point that you wouldn't want the "regular" users to pay a performance penalty for hardware they don't have). The downside would then become supporting two versions of QuickDraw (maybe two per ROM version?) and also testing them, not only by themselves but in combination with other products, both Apple-labeled and third party.
