This is pretty slow - you ought to be getting more like 1000-1300 cps or more. You definitely need no flow control with uucp if you don't ask the modem to perform baud rate conversion (set S66=0, that is). Also you should make sure that UUCP spoofing is on (S111=30), Data Compression off (S110=0).
