DEC and Apple have built PathWorks (sold by Dec, previously called LanWorks but that name was already taken). I am not a PathWorks user but I wouldn't think that this would run over phone lines. I think that it uses LAT, Dec's proprietary ethernet protocol which will not run though a router. So you can't even use it over a software router between phone lines and ethernet. DEC Windows (like X Windows) take up a TREMENDOUS bandwith. This bandwidth is enough to bring ethernet to it's knees. I don't know if anyone in their right mind would want megabytes of windowing info to be sent over modems. So the answer is probably, No you can't because you wouldn't want to!
