All these drives have an actual average access time of 19ms.  Quantum
says, however, it "feels" like 12ms with cache effects (kind of like
wind chill).  Many third-party vendors have latched onto this 12ms
figure and advertise it as gospel, confusing a lot of consumers, IMHO.
