Probably your ~/.NeXT directory is owned by root. It sometimes happens.

To fix:
	% cd
	% su
	Password: ...
	# chown <YOUR UID> .NeXT

or:
	% cd
	% mv .NeXT .NeXT-JUNK
	% mkdir .NeXT

Once this is done, your changes will be saved.
