2 SUN 3/80's Running 4.0.3

Daylight savings time questions:

1. I understand "zic" informs the system of upcoming time changes, changes
   the time + or - XX:XX and changes from EST to EDT. Where are these files
   located?

2. If the system changes for EDT, do I have to recreate this file to
   reflect the change back to EST in the fall.

3. How do I change this maunally?
