Hello,

  I am looking for a public domain or commercial icon editor for windows.
What we are really interested in is something that can take a scanned
image (TIFF) and squash it into the 32x32 bitmap of the icon, but a 
icon editor which can load and edit icon sized bitmaps would also be good.
Any pointers or suggestions as to where we might find such a program would
be appreciated.
