I have been abe to get these to work for x3270.
        <Key>Help:              PF1()\n\
        <Key>0x1000ff10:        PF11()\n\
        <Key>0x1000ff11:        PF12()\n\

But these *won't* work.  What's the deal?
        Shift<Key>Help:         PF13()\n\
        Shift<Key>0x1000ff10:   PF23()\n\
        Shift<Key>0x1000ff11:   PF24()\n\
