I am looking for a "generic" block diagram editor. I would like to be
able to define a palette of icons for it and also allow a hierarchy.

The ideas is to define a layout in level one, click on an icon and if
it is not a "primitive", open a new level.

This is all similar to a circuit diagram editor, but I need the ability
to "tailor" the icons. 

Finally, it needs to output a "netlist" of the connectivity.
