Last I knew, Dr. Colby was in the UCLA Medical School.  At this point he
may very well be retired.  You could certainly call and try to speak with
him.

I don't think anything has been done with PARRY in a long time, and as far
as I know, the code never seeped into the public domain the way DOCTOR
did.
