Please allow me to ask a question based on not knowing much :-)

Could a person use the PERL language to write an IRC (Internet Relay
Chat) client?  I figure if GNU Emacs can do it, PERL should be able to
do it better, no?  Has anyone already done it?  Got any suggestions?
