I suspect that Mr. Assor misinterpreted the remarks of the police. While we are legally required to have a driver's license while operating a motor vehicle, no one is required to have ID while either walking or riding a bicycle. However, if you are charged with an offense and cannot prove your identity, you may be arrested and brought in for that offense so that your identity can be determined. In any case, you are not obligated to answer any questions.
