I believe he is talking about AltWDEF or NeXTwindows, or maybe even
WindChooser.  This latter one (WindChooser) is a cdev (all the others I
mentioned are INITs) that lets you choose from four different types of
windows, it was written by a friend of mine in Santa Barbara.

Other programs I've seen that can change "look and feel" are:

Cursor Animator (lets you replace standard system cursors with animated
ones, you can choose which ones to use, or edit /make your own)

Following (changes window style and also adds double arrows in scrollbars)

Scroll2 (adds double arrows in scrollbar and also lets you choose what style
of scroll pattern and arrows to use)

ClickChange (commercial; all the others I mentioned were PD/shareware and
available on sumex) (lets you change ALL of the above; kinda bundles every-
thing into one giant cdev)
