Several people pointed out that /etc/shells had to contain your login
shell if you wanted to ftp to the host.  Since we use tcsh here, that was
missing from many /etc/shells files.

I built a /usr/share/etc directory and put things like X0.hosts and shells
in it.  Then symlinked it on all the hosts to /etc/.  Now I have only one
copy to update.
