I've found that there's a suite of tools that does this job admirably.
First is WinGIF, which lets you view and manipulate images in GIF, TIFF,
PCX, and RLE format.  Very simple but VERY powerful.  You can save the
images into files OR clip them into the clipboard.

And then there's IconTamer...  It lets you look at and control icon files.
It will load in an image from the Clipboard (notice the hook!) that were
created or manipulated with ANYthing.

So you can import a TIFF, clip it, modify it with Paint or any other
paintbrush/graphics type program, and then make it into an icon with
IconTamer (I think there are others like IconTamer, but I have had
good results with it).

I also second the recommendation that you grab the INDEX file from 
cica.cica.indiana.edu in directory /pub/pc/win3.  There's QUITE a
nice collection there.
