Just got a reply from FrameMaker, here is the solution.

To change both the document window and interface colors, you will 
need to turn off the view spot color option as well as set the above 
resources.

        Maker.colorDocs:        False 
        Maker*winRect.background:       color 
        Maker*winRect.foreground:       color 
        Maker*background:       color
        Maker*foreground:       color
