Mea Culpa! I wrote the above response from memory, and I had gotten the Elk & Deer requirements confused! I just picked up the 1991 Gamey Fish Proclamation and it says, to wit: Legal Sporting Arms for the "D" hunts (regular rifle seasons): (also Bear, Cougar, Antelope, and Ibex) Only soft-nosed or hollow-pointed bullets may be used. Full-jacketed or steel-jacketed bullets are illegal. Center-fire rifles. No fully automatic firearm may be used. Center-fire handguns using ammunition with a case length of 1.198 inches or longer. Shotguns not smaller than 28 guage, firing a single slug. Legal Sporting Arms for Elk (regular rifle seasons): (also Bighorn and Oryx) Only soft-nosed or hollow-pointed bullets may be used. Full-jacketed or steel-jacketed bullets are illegal. Center-fire rifles of .24 caliber or larger. No fully automatic firearm may be used. Center-fire handguns of .24 caliber or larger, using ammunition with a case length of 1.198 inches or longer; .357 magnum, 9 millimeter magnum and .30 caliber carbine handguns are not legal. Shotguns not smaller than 28 guage, firing a single slug.
