Also, I'd like to keep open the possibility of at some point setting up a whole newsgroup subhierarchy on technology transfer to developing countries (if there is sufficient interest to justify this) and then moving comp.society.development into this subhierarchy; this would be more difficult to do if comp.society.development was merged with comp.society.
