Thats a very low target price for what you are asking but a couple possible solutions come to mind. The Panasonic AG7750 is an S-VHS editting recorder with TBC and 2 channel audio + HiFi. It retails for $6500 but I believe some mail order houses sell it for under $5K. There is also a new unit from JVC that doesn't have a TBC but has builtin support for computer driven animation/single framing. It is the BRS605U and lists for about $2200.
