TeX is not simple, and I don't know of any FTP site that has TeX manuals lying about in machine readable form. No one anywhere has KS 2.0 on ROM; it has been released as software only. I think the latest version to get to Australia is 2.02, whereas in America it's 2.04. It won't be in ROM until they are absolutely sure that it's bug-free, stable, backward-compatible and does all the nice things they want it to.
