Oh, sndconvert seems to convert it to 8-bit mulaw fine, but I can't get it to reduce the sampling rate from 22050 Hz to 8012.8210513 Hz. I have tried the -s switch with 8012, 8012.821, and 8012.8210513, converting the sound to 8-bit mulaw first, and converting to 16-bit linear 8012.8210513 first.
