AT&T is supposedly marketing an internal config. management system
called Sable which has the most advanced linkage between Source Code
and Defects I have yet seen.  Is is a "good" bug tracking system?
I couldn't say, since I've never had to use it myself for very long.
It is certainly worth investigating, however.
