I have experienced this same problem.  The article header that is
feed to the servers inews by nntpd is slightly different.  The
result is that relaynews doesn't forward the article to the systems
specified in the cnews sys file.

Rather than spend a lot of time debugging the relevant code, I tried
using the contributed C news support for posting news via NNTP. 
Posting via NNTP works fine now.

Look in the C news distribution directory ....
