Though this is not specifically aimed at sysops, for those folks who can get by with V.42bis or MNP5, and can live with 9600 baud achieved by compression on a 2400 baud device, Zoom Telephonics, in Boston, has a V.42bis modem which lists for $199, but which is on sale at Egghead Discount Software for $169. I have been playing with three of these for a few months, and have found them to be quite satisfactory. One of the people in my lab has run SLIP between two of these.
