In ANY interlaced mode, you're only going to be doing 30fps, because the FIELDS are doing 60fps. 640x200 mode will do 60fps fine, because the screen's drawn at that speed. As for DCTV images, they're stored in 4 and 3 bit images, but the "goobers and twinkies" perform the necessary magic to unpack the extended information. Position, at least to maintain your screen, is critical. If anything trashes the upper left corner, and the left edge of the screen, your image is trashed.
