I'm trying to experiment with the SoundTool program for Windows.
The docs said that a file called "dsound.dll", which could be found
at cica, was needed for the program to run.

Well, I can't seem to find it there and unfortunately it isn't
part of the sndtool.zip archive.  Help anyone?
